Nepal is a small country with diverse geography, economy, ethnic, linguistic and religion. There is a big gap and discrimination between rich and poor, upper caste and lower caste, male and female, adult and children, able and disables, urban and rural people. The Nametar VDC is located in the side of peaceful area where people can see beautiful views of all mountain ranges from Kangchanjangha to Machhapuchhre but they are facing challenges due to high migration in south low land to look for children’s education, health facilities along with opportunity for the employment. The VDC is lowest body of government structure. The growing marginalisation among the rural population, unemployment and unplanned migration have also contributed to young age exploitation in the country, and has worsened the continuation of the education in the rural villages of Nepal. And also parents send their children to work in the cities for additional income for family subsistence.

The Mountain Spirit working area exists in north remote area of Udayapur and represents high number of indigenous people from the area. Mountain Spirit (MS) with the support of Mountain Spirit Deutschland (MS-D) initiated school support program in isolated Balkanya School of Nametar Village Development Committee (VDC) in upper Udayapur district (East middle hill of Nepal) for four years. There are very rare telephone facilities in the area and the VDC office do not even have means of communication facilities yet. It takes one day hard walk on foot from memorable road down southern part of Udayapur.


Main occupations of the villages are livestock herding and potato farming. Some of house holds involve in tea house and selling alcohol and food. Children, women and men are highly involved for firewood collection, livestock grazing and other household economic activities. The ILO estimates that 45.2 percent of Nepali children are economically active. Such issue is represented by the situation of children and community in the area.


They are facing hygiene, sanitation and environmental problems apart from quality education which needs coverage in at least one VDC. Allocated government Sub- Health Post is located in isolated area and there is potential to have community based health service in the accessible area where majority of the community will be benefited. Political instability has contributed in the deforestation, wildlife poaching and affected recreation.


The proposal developed is based on participatory planning workshop where 47 participants from 6 schools including Balkanya and surrounding had participated (11 teachers/staff,12 student, 4 parents and 17 school management committee members and chair including two MS local members and one outside MS members) during the evaluation of education support project and questioners with key informant interview and community discussion findings have incorporated here in the proposal.




Child education can’t be looked at in isolation without their health and environment because this is a cause and consequence of the country's socio-economic and political reality.


We found toilet in most of schools even though not sufficient for all children. Evaluation team found only two toilets at household level in whole VDCs as far as our observation and discussion with community. Firewood problem is in the increasing trend in the villages and wildlife killing has become common is the isolated villages. Even for small health problems, the villagers have to travel more than one day walk to district hospital or regional hospital in Biratnagar. There is need of moral and financial support.


The first phase education support in the Balkanya schools was good which has impacted in education sectors butit was very minimal and more than 1000 students are out MS education support in same VDC. It also needs integration of education with health and environment. The situation is similarly bad in surrounding VDCs of Nametar due to remoteness and lack of attention from government. Many participants appreciate the support of MS and requested for further expansion of the project without limiting in one school. Capacity building of local Institution is important in our second phase program for sustainability.


To produce good and essential manpower for the nation now has become challenging. For it we need to create a strong foundation through interlinking the education program with health and environment.

  2. b.Promotion of basic health, hygiene and environment management.
  3. c.Capacity building of local groups and organization for program sustainability




The support of MS in the isolated school of remote village in Nametar VDC of Udyapur district had played significant role to retain their students. We found good impact of school support program in the villages as study found increasing trend of school enrolment from 53 students in 2007 and now 111 in 2010 in Balkanya school.


We also found high need of sanitation, hygiene and health facilities as one VDC level sub-health post is located far from villages and condition of health facilities is quite bad and only two toilets at individual level. There is a need of second phase program covering community needs with lot of self initiative and positive inquiry apart from lobbying the teacher support program to government.


To continue support of school teacher is challenging for Balkanya Schools as there is limited government support. The Balkanya have only two permanent teachers and rest of three temporary teacher have been supported by village development committee (VDC) and Mountain Spirit (MS). This kind of situation is similar to other surrounding school and the surrounding VDC due to unfair policy to mountain and hill regarding number of student equivalent to one teacher of government to mountain and hill. Government support only one teacher for 45students in Hill and one teacher for 40 students in Mountain which is not practical which need to be lobbied for revisit.


So there is a great need of MS’s involvement in education sectors covering more schools at least in one VDC along with capacity building on health, hygiene and environment involving local youth and institution for sustainability.




The project is tentatively proposed to be initially implemented in all nine wards of Nametar VDC and some awareness program on the way corridor between Rauta, Jate and Balamta VDC. These areas are considered as remote VDCs with the prevalence of high number poor people and low education status. However, the number of project areas may be revised upon consideration of availability of financial resources.


The project will have District coverage on policy advocacy and linking local practices and innovations to district level to influence the national polices and programs related to basic education facilities, basic health, hygiene and environment.


This project is designed for a period of five years with possibility of extension of the third phase upon assessment of the project performances to cover rest of remote VDCs of Udayapur district and other mountain regions.

  1. I.Organize an introductory stake holder’s meeting/ workshop to inform the presence of MS-D & MS-N at district level involving local key leaders and stakeholders.
  2. II.The project will start with selection of a potential social mobilization persons and groups from the local area, having experience of working on holistic community development issue. A baselines survey will be carried out in the respective VDC to find out disaggregated databases of local groups, education, basic health and hygiene and environment situation. Upon receiving this data, the MS-N will revise annual plan of action and budget for donor’s approval.
  3. III.Provide training and excuser to the school head master, SMC members, key social leaders and local groups.
  4. IV.Implement plan of action and simultaneously with the coordination/collaboration with concern government and organizations.
  5. V.Quarterly review and reflection, and quarterly report provide to MS-N on regular basis.
  6. VI.Every year monitoring, mid term evaluation and final evaluation will be done according to plan.
  7. VII.The project will provide annual report and revise plan of action to MS-D for budget adjustment and update the situation.

  • 75% individual household build toilet for their use during the project period through great motivation and mass awareness program.
  • Community start using smokeless chula and back boiler installation for hot water which will reduce the work load of women and children and contribute for firewood saving
  • Raise environment and conservation education at school and district level.
  • Local group will receive capacity building training, couching and support and they will be able to handle the heath, hygiene and environment management initiatives in long run.

  • The project will develop specific reporting formats for quarterly progress reporting to be submitted to MS-N office.
  • An annual review/ reflection workshop will be organized in the month of September each year in order to review action Plan for the succeeding year and the annual report will be submitted to the partner MS-D as per their prescribed requirement with revised budget and plan of action..


  • The project will be also monitored through MS-N field visits and make sure the project progress, budget and revise annual plan of action


  • A mid-term and final evaluation is proposed. The mid-term evaluation will primarily focus on process, outputs and to assess whether the project is gearing towards meeting its stated results and objectives jointly between MS-D and MS-N.


  • The evaluation will be done by external evaluator. A term of reference will be developed and shared with the MS-D to recruit the evaluator. And the final evaluations to be carried out at the end of the project to assess the project progress and will mainly focus on project achievements in alignment with the project objectives. The learning of the project will be also utilized in program design.




In the course of all the phases of the project cycle, the local organization and groups will be involved in the project from the beginning at grass root level that will create an ownership over the project interventions.


Lobbying and awareness activities during the project period will influence the local government to allocate resources for quality education at government school, health and environment activities in the community.


Local community based groups and youth will be strengthen and local group start taking responsibility for self action and preparation and participation on education, health/ hygiene, environment and conservation activates which will create the basis of future. I
